Find out someone's email?

got this email from someone who disguised their name. (it was a gmail adress) I'm sure that once I had a website where you typed in someone's email and it woul say their IP adress and where they live for free and it would give you further details if you paid a fee. But now I can't find that website anymore. Does anyone know what it may be?
