Out of contorl Homeowner board and Management they do not fallow the CC&R's or By-Laws?
Your bylaws should include a provision for dissolving the board. If they do not then they should include a provision for amending the bylaws. You will need to amend the bylaws then hold a recall vote. If the board members try to block the process you can call the national homeowners ociation for guidance. I think that an out of control board will, unfortunately, require legal involvement. You may end up having to file suit against the board members for file criminal cases against them.
