Has Bush and Obama made America a Police State?

Creating a “police state” - according to Webster’s dictionary, “the term police state is a term for a state in which the government exercises rigid and repressive controls over the social, economic and political life of the population, especially by means of a secret police force which operates outside the boundaries normally imposed by a constitutional republic. A police state typically exhibits elements of totalitarianism and social control, and there is usually little or no distinction between the law and the exercise of political power by the executive.” The recently ped “National Emergency Centers Establishment Act”, also known as H.R. 645, provides for the implementation of national emergency centers (“FEMA camps”) that will support the detention of very large groups of American citizens, perhaps even millions of Americans. What is the US government preparing for (economic collapse?, food shortage riots?). Also, this law ensures that local police and local government fall under federal control.
